NAMs says Capital Market Bill, Public Private Partnership lacked reasoning

Out of the five bills presented to members of National Assembly namely; Capital Market Bill, 2020, Public Private Partnership (PPP) Bill, 2020, National Health Insurance Bill, 2020, National Accreditation and Quality Assurance Authority (NAQAA) Bill, 2020 and Gambia Public Procurement Authority (GPPA) Bill, lawmakers said two are lack reasoning.

Lawmakers on Monday unanimously agreed that the Capital Market Bill, 2020 and Public Private Partnership (PPP) Bill, 2020 presented by Hon. Mambury Njie, minister of finance lacked reasoning.

Dr Amadou Lamin Samateh, minister of health presented National Health Insurance Bill, 2020 while the state minister for Higher Education, Research, Science and Technology Badara Joof presented National Accreditation and Quality Assurance Authority (NAQAA) Bill, 2020.

The Information and communications (Amendment) Bill, 2020 was not presented as the minister of information which is in charge of the said bill was absence.

Meanwhile, The Gambia Public Procurement Authority (GPPA) Bill 2020, National Health Insurance Bill 2020 and National Accreditation and Quality Assurance Authority (NAQAA) Bill, 2020 got its first reading.

The next stage of the bills is appointed for Monday 30th November 2020 for the persons in charge of the bills to move a motion for the second reading in accordance with standing order clause 66 clause 2 which stated that “the conclusion of the proceeding of the first reading or on any subsequent stage of the bill the next stage maybe taken first week or upon a day to be name providing that the second reading shall not be taken sooner than one working day after the first reading.”
