Jim Gaye, the Sales and Marketing Manager at EspaceMotors, Nyima Camara, the Director of Planning and Development at KMC, and Alieu Keita, the finance director at KMC, on Tuesday, 8th October brought before the Local Government Commission of Inquiry different documents as requested from them by the Commission.
Witness Jim Gaye was asked to bring his letter of appointment, ‘Mbalit’ Project file, Photon Agreement with Quantum Net, Quantum/Espace Motor documents, Photon invoice as related to the ‘Mbalit’ trucks, and correspondences of Agib, KMC and Espace.
The documents were admitted in evidence.
“Do you have receipts for the purchase of the trucks?” Lead Counsel Patrick Gomez asked.
“We don’t,” the witness answered.
“How was the payment done?” Counsel Gomez asked.
“Payments were done through transfers,” Jim Gaye answered.
“We need evidence of payment,” Gomez told the witness.
“Ok,” he answered.

“We need that for all the trucks,” Gomez said.
Nyima Camara, the Director of Planning and Development also provided the Commission with the list of contracts or projects of the KMC from 2019 to 2022, the Strategic Plan for the KMC from 2019 to 2022, her department’s report for 2018, the annual work plan from 2018 to 2023, and the activity report of the Planning Unit 2019.
The documents she submitted were all admitted in evidence.
Dr. Alieu Keita, the Director of Finance of the KMC, has provided several documents, including his employment letter, the contract documents of the private companies hired to do debt collection, yearly financial statements during his time, the ‘Mbalit’ contracts documents, letters recommending for his suspension following the problem relating to the D12,000,000 taken from AGIB, KMC contracts with some companies, including the debt recovery entities to collect debt on behalf of KMC,
list of accounts for KMC and other accounts, all admitted in evidence.
The witness was questioned about the storage of the cash books. He said there are three people working in the store as store keepers and they are under the finance department. He was referred to the Financial Manual for Local Government Councils, regarding the functions of the director of finance one of which is to ensure all books of record are properly kept and safe. He said the missing cash books belonging to revenue collectors have been found. He was requested to bring them to the Commission.
