LGCI: Director Sanyang dilates on BAC Compliance Review Reports

Director of Procurement Policy and Operations at Gambia Public Procurement Authority, Ebrima Sanyang on Tuesday before the ongoing Local Government Commission of Inquiry gave detailed testimony on specific findings in Basse Area Council 2018, 2019, 2020, and 2021 compliance review reports. 

“The findings of Gambia Public Procurement Authority concerning the specific findings in 2018, 2019, 2020, and 2021 relate to both the Basse Area Council Compliance and Non-compliance Conducts. The non-compliance issues were the lack of delivery receipts, no evaluation reports and some of the single-sourced transactions were above the threshold of Twenty Thousand Dalasi (D20,000)” Mr Sanyang told the commission.

He added that the review team also discovered that Basse Area Council was flouting the Act by engaging suppliers that are not registered with GPPA. And that most of the transactions were not part of the Basse Area Council’s procurement plan.

Testifying on the specific findings in 2018 he said Basse Area Council procured furniture for council chambers worth Seventeen Thousand Dalasi (D17,000) awarded to Ebou Badjiethrough a request for quotation. Adding that vehicle tyres were also procured for Eighteen Thousand Dalasi (D18,000) awarded to F. BANDAN ENTERPRISE through Request for Quotation.

Director Sanyang continued that an air conditioner was procured for Fifteen Thousand Dalasi (D15,000) awarded to SanyangElectronic through Request for Quotation. And that a labor cost was procured at a cost of Forty-Five Thousand Dalasi (D45,000) to Momodou Sowe through Request for Quotation.

“Procurement for building materials worth One Hundred Thousand Dalasi (D100,000) to Malick Bah through Request for Quotation. Procurement of cleaning materials of Two Hundred Thousand Dalasi (D200, 000) to Alhajie Kadri Jallow through Request for Quotation and procurement of workmanship for cutting down of trees amounting to Forty-Five Thousand Dalasi (D45 000) to Barry and Family through Request for Quotation” he told the commission.

He further informed the commission that the council procured bags of cement amounting to Forty-Five Thousand Dalasi (D45,000) to Mala Sisawo through a Request for Quotation, and also a building material was procured for Fifteen Thousand Dalasi (D15,000) to Yebbeh Jallow through Request for Quotation

On the 2019 specific findings, he said the vehicle engine was procured at Eighty Thousand Dalasi (D80,000) to TOUBAS ENTERPRISE through a Request for Quotation and procurement of renovation of the Basse Market worth Twelve Thousand Four Hundred and Eighty Dalasi (D12,480) awarded to KAJATOU JALLOW through Request for Quotation.

 He added that procurement for maintenance of council vehicle worth Thirty-Five Thousand Dalasi (D35,000) was awarded to KEBBA JATTA through a Request for Quotation, and procurement for raincoats worth Twenty-One Thousand Dalasi (D21, 000) was awarded to EBRIMA JALLOW through Request for Quotation.

 For 2020 and 2021 respectively he informed the commission that in 2020 the council paid Five Thousand Six Hundred (D5,600) to Lamin .S. Touray through Single Source for the Maintenance of vehicle and that Two Thousand Dalasi (D2000) was paid to 

Kodeh Danjo through Single Source for Catering Services in the same year (2020).

“Procurement of Fuel (2020) Amounting to Two Hundred Thousand (D200, 000) to Jah oil through single sourcing, Procurement of Stationery (2020) Amounting to Twenty-Five Thousand Four Hundred and Seventy-Five (D25, 475) awarded to Next Level Stationery through a request for quotation,” he stated.

 He continued that in 2021 the council paid Seventy Thousand Dalasi (D70,000) to Muhammed Salieu Bah through a Request for Quotation Construction of Basse Sandika, and Drilling of a Borehole worth Three Million Four Hundred and Twenty-One Thousand Seven Hundred and Forty Dalasi (D3,421,740) to Jariga Camara
