The Accountant General’s Department (AGD) has disputed claims by Kanifing Municipal Council (KMC) Mayor Talib Bensouda that the Integrated Financial Management Information System (IFMIS) has not been operational at the council for the past two years.
In a clarification issued Thursday, the AGD said KMC had continued to process financial transactions through IFMIS, adding that its system administrators had generated several financial reports from the council’s system.
The reports include recurrent, development and revenue cashbooks, a general ledger report, as well as itemised commitment and expenditure reports, according to the department.
The AGD said the reports generated for KMC were updated through August 2026, which it said demonstrated that the system remained operational and was being used by the council.
The clarification followed comments attributed to Mayor Bensouda during an appearance on Coffee Time with Peter Gomez, in which he reportedly said IFMIS had not been functioning at KMC for two years.
The AGD said the available evidence could indicate that the mayor might not have been fully apprised of the use of IFMIS at the council or that supervision of the accounting function within KMC might not be operating effectively.
The department further noted that several Ministries, Departments and Agencies (MDAs), some of which are larger and more complex than KMC, were successfully operating with IFMIS.
The AGD reminded implementing entities that system-related challenges should be escalated to its system administrators through established support mechanisms.
The department said its clarification was intended to provide factual information on the status and use of IFMIS at KMC, following the concerns raised by the mayor.
The development has highlighted differences between KMC and the government’s accounting authority over the operation of the financial management system at the municipal council, with the AGD maintaining that its records show continued use of IFMIS at KMC.
