The Memorandum of Understanding (MoU) signed between the ruling National People’s Party (NPP) and the APP-Sobeyaa has provided for government positions for representatives of APP-Sobeyaa should President Adama Barrow win the December 2026 presidential election.
The MOU, shared by APP-Sobeyaa on Tuesday stated that the agreement was principally an arrangement for political support aimed at pursuing a national reform agenda.
The document stated that following an NPP victory and the formation of a new government, representatives of APP-Sobeyaa would be allocated positions in the government.
It added that the arrangement would apply despite the stated position of the APP-Sobeyaa Secretary General not to hold a direct government position.
According to the document, the minimum number of positions to be allocated to APP-Sobeyaa is set out in a confidential annex to the agreement.
The MOU further states that the NPP has assured APP-Sobeyaa that additional positions would be allocated in accordance with a personal undertaking by President Barrow.
It adds that representation under the agreement would be based on the competence of nominees and the effective functioning of government.
Reform commitments
On the implementation of the agreement, the parties stated that their commitments should translate into concrete action rather than remain political declarations.
The MOU states that following the establishment of the government the agreed priorities would be developed into a National Reform and Delivery Program containing specific actions, responsible institutions, implementation deadlines, measurable targets, and mechanisms for monitoring, reporting and public accountability.
The parties would also review progress through an agreed political coordination mechanism and assess government performance based on measurable results, according to the document.
Political coordination
On political coordination and decision-making, the MOU provides for the establishment of a political coordination mechanism to oversee implementation of the agreement and maintain cooperation between the NPP and APP-Sobeyaa.
The mechanism would provide a forum for regular political consultations, coordination of agreed political activities, consideration of matters affecting the partnership, monitoring of reform commitments and political arrangements, and resolution of disagreements arising under the agreement.
The MOU forms part of the political arrangements being concluded by the NPP and other political parties ahead of the December 2026 presidential election.
