President Faye Appoints Nine-Member ARCOP Regulatory Council By Decree

The President of the Republic of Senegal, Bassirou Diomaye Faye, has appointed a nine-member Regulatory Council of the Public Procurement Regulatory Authority (ARCOP),  according to official document on Monday.

The members, drawn from the public administration, the private sector and civil society, are appointed for a renewable three-year term.

ARCOP is composed of three bodies, namely the Regulatory Council, the Dispute Resolution Committee and the General Directorate.

The Regulatory Council serves as the deliberative body. It is tripartite, balanced and made up of nine members representing the public administration, private sector employers’ organisations and civil society.

The new members are responsible for defining ARCOP’s strategic development outlook, examining and approving its budget and reports submitted by the Director General, and adopting internal regulations as well as administrative, financial, accounting, recruitment and human resources management procedures.

Under the public administration quota, the appointees are Mr. Allé Nar Diop, Treasury Inspector and Economic Advisor to the President of the Republic; Ms. Ndèye Rokhaya Sène, Magistrate and Chief of Staff to the Minister of Justice; and Ms. Yaye Anna Sèye Thiam, Statistician-Economist Engineer of the Ministry of Finance and Budget.

Representing private sector employers’ organisations are: Ms Raqui Wane, lawyer and member of the Executive Bureau of the National Council of Employers; Mr. Talla Ndiaye, financial expert and General Coordinator of the Economy, Finance and Taxation Division at the Movement of Enterprises of Senegal; and Mr. Youssoupha Diop, Executive Director of the National Confederation of Employers of Senegal (CNES).

Civil society representatives include: Maître Ibrahima Ndieguene, attorney-at-law at the Senegal Bar Association; Mr. Moundiaye Cissé, Executive Director of NGO 3D; and Mr. Saliou Dièye, tax expert and legal administrator, President of the National Order of Experts of Senegal (ONES).

According to the decree, the Regulatory Council oversees the Authority’s activities in line with State orientations and policies in the field of public procurement.

Members are bound by confidentiality and professional secrecy regarding information, facts and acts obtained in the course of their duties.

The Minister, the Secretary-General of the Presidency of the Republic and the Minister of Finance and Budget are tasked with ensuring the implementation of the decree, which will be published in the Official Journal.
