MoBSE Bans Students from Soliciting Donations in Public Places

The Ministry of Basic and Secondary Education (MoBSE) on Tuesday announced a ban on students, particularly those from Quranic memorisation centres (Daraas), from roaming the streets and other public places to solicit donations.

In a statement issued on 24 February 2026, the ministry said the practice undermines the dignity of children and violates fundamental child protection principles, including their right to a safe, supportive and uninterrupted education.

It warned that sending children into public spaces to beg exposes them to potential abuse and criminal activities.

“No student, whether from Daraas, Madrassas or conventional schools, should be sent to public spaces to solicit donations of any kind,” the statement said.

MoBSE reiterated its commitment to protecting students from exploitation and called on parents, guardians, school authorities and community leaders to comply fully with the directive.

The ministry stressed that safeguarding children is a shared responsibility and urged all stakeholders to play an active role in preventing the practice.

It also called on members of the public to report any violations to the nearest regional education directorate, assuring that appropriate action would be taken in collaboration with relevant authorities to protect affected children.
