President Barrow launches over US$ 45 Million PAMP Projects

His Excellency, the President of the Republic, Adama Barrow presided over the launching of a five-year 47.7 million US dollars Public Administration Modernization for Citizen Centric Service Delivery Program (PAMP) project.

The launching ceremony took place on Friday June 13, 2025 at Sir Dawda Kairaba Jawara Conference Center in Bijilo, graced by Cabinet Ministers, Senior Government Officials, Security Service Chiefs, Diplomatic and Consular Corps, Permanent Secretaries and National Assembly Members.

Delivering his launching statement, President Barrow said public service reflects the characteristics and state of development of the nation it serves.

According to The Gambian leader, the launching of PAMP project is truly transformative initiative, developed in collaboration with the World Bank, is part of his government’s resolve to establish a stronger, more efficient, and better structured public service.

The project according to President Barrow, marks a pivotal moment in the nation’s journey towards transparent and citizen-focused public service, adding that PAMP represents a crucial cornerstone for achieving the national objectives of consolidating democratic governance, accelerating green economic and social transformation, and building resilience against future shocks.

“We now consider it imperative to modernise our service delivery systems, develop sufficient capacity, and entrench a culture of accountability and transparency across all levels of government, said President.

In his President’s own word said: “We must realise with certainty that realising our vision of shared prosperity, adequately strengthened institutions, and social equity will never be fulfilled outside Gambian territory, it must be done from within and supported by the innovative Programme for Results instrument of the World Bank, the PAMP is strategically designed to use in-country mechanisms and systems to achieve our national goals and objectives”.

This approach he went on, will allow the country to closely link the design and implementation of the reform programmes, while building upon and strengthening the existing systems, thus will also engender the ownership of the delivery process and the long-term sustainability of the ensuing project results and impact.

According to President Barrow, the project focuses on three key inter-connected results areas that are vital for enhancing service delivery, the first pillar pertains to attaining Enhanced Domestic Resource Mobilisation and Financial Reporting.

The second pillar seeks to realise Enhanced Human Resource Management aligned with the Civil Service Reform agenda, while the third pillar puts emphasis on Enhanced Citizen Engagement in Education which seeks to foster greater transparency and accountability within the education sector.

He finally called on all stakeholders and Gambian citizens in general to actively engage in and support the successful implementation of the PAMP project.
