EU, Morocco Hold 15th Association Council Meeting in Brussels

Rabat— The European Union and the Kingdom of Morocco on Wednesday concluded the 15th session of their Association Council in Brussels, adopting a joint communiqué that reflects a new common European position on the issue of the Moroccan Sahara.

In the communiqué, signed by Morocco’s Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, and the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, the EU-27 stated that “genuine autonomy could represent one of the most feasible solutions” to the regional dispute.

The document reiterates the United Nations Security Council’s call on all parties to engage in discussions without preconditions, based on Morocco’s autonomy initiative, with a view to reaching a definitive political settlement. The EU also welcomed Morocco’s readiness to further elaborate on the implementation of autonomy under its sovereignty.

The joint communiqué commended the adoption of UN Security Council Resolution 2797 (2025), which supports the political process grounded in the Moroccan autonomy proposal.

The Association Council further expressed the EU’s support for the work of the Al-Quds Committee, chaired by King Mohammed VI, in promoting peace and stability in the Middle East, and reiterated backing for efforts aimed at achieving a two-State solution to the Israeli-Palestinian conflict.

Discussions also covered regional and international developments, with the EU welcoming Morocco’s role in regional cooperation initiatives. Particular attention was given to the Initiative for Atlantic African States, launched in 2022, which seeks to promote dialogue, stability and economic integration among 23 African countries bordering the Atlantic.

The meeting was attended by EU Commissioner for the Mediterranean Dubravka Šuica, several European foreign ministers, and senior representatives of EU member states, alongside the co-chairs of the Association Council.
