The Manjai Sports Association (MSA) has issued a statement clarifying its position on the management and governance of the Father Gough Sports Complex following ongoing discussions among stakeholders.
In a statement dated 3 May 2026, the association said recent consultations involving the Kanifing Municipal Council (KMC), the Ministry of Youth and Sports, the KM Sports Committee, security services and community representatives were aimed at promoting dialogue and ensuring a coordinated approach to managing the facility.
The MSA stated that no party has so far presented formal legal documentation granting ownership or exclusive management rights over the complex.
It noted that under the State Lands Act, state lands are vested in the Republic and administered by the ministry responsible for lands, which oversees their allocation and use.
Citing the Local Government Act 2002, the association added that area councils, including KMC, are mandated to manage public facilities within their jurisdictions, subject to national oversight, while Village Development Committees (VDCs) serve advisory roles without ownership or autonomous control over public assets.
The statement further indicated that public sports facilities fall under the policy oversight of the Ministry of Youth and Sports, in collaboration with local authorities and recognised sports bodies.
According to the MSA, the KM Sports Committee continues to recognise it as the appropriate body to coordinate sporting activities at the complex.
On management arrangements, the association said it had accepted a proposal for shared management, but the Manjai VDC declined and subsequently withdrew from further discussions.
Despite this, it said the Sports Committee would continue its functions without disruption, while the MSA maintains responsibility for the management and operation of the complex.
The association reaffirmed its commitment to transparency, cooperation and adherence to the rule of law, and called on stakeholders to engage constructively on issues concerning public facilities.
