Commission Queries KMC Project Implementation

The Local Government Commission of Inquiry has raised concerns over the implementation of projects under the Kanifing Environmental Transformation Programme (KETP).

On Tuesday, the Commission questioned two project officials, Mr. Alieu S. Nyang and Mr. Bakary Dibba, about discrepancies between reported expenditures and the actual progress of several activities.

Chairperson Jainaba Bah explained that the inquiry was necessary because, while witnesses had claimed that expenditures were verified and targets met, the reports presented showed otherwise. “Looking at what is contained in this report and what you have highlighted, most of the things are not done, and monies have been expended,” she said.

One of the issues raised was the construction of a community transfer station, estimated at €83,000. Chairperson Bah noted that there was no evidence of its completion. Mr. Nyang admitted that the transfer station was still under construction and not yet finished. He was instructed to provide the Commission with an updated status report and verification of the project.

The Commission also queried an expenditure of €161,800 earmarked for waste disposal, referencing the purchase of a truck, spare parts, and nine skip bins. In response, Mr. Nyang said the truck and bins were purchased and distributed to designated areas.

Further questions were raised about a weighbridge and related IT systems, budgeted at €154,200. Mr. Nyang acknowledged that the weighbridge had not yet been procured.

On the issue of recycling facilities at the dump site, the witness said construction was carried out for €111,500. However, he was ordered to provide documentation on the procurement process for the project.

The Commission emphasized the need for full accountability, directing the witnesses to supply all outstanding evidence on the questioned projects.
